Start with the number you know
Most personal decisions turn on one figure the person already holds: annual mileage, the years you expect to stay in a home, or the salary on an offer. Open the page that uses your figure, because that is where the arithmetic will be most honest. A ranking of the best states or the best cars cannot know that number.
