Provenance is how a later reviewer retraces the claim.

Decision provenance answers what was claimed, which source was used, what that source actually established, and whether it moved the Verdict.

Four facts that must stay separate

A source existing is not the same as the source being credible. Credibility is not the same as the source supporting this exact claim. Support is not the same as official verification.

Customer-facing Verified fact is reserved for an authoritative government or public authority, real provenance, exact direct support, and correct scope. A secondary article, a community report, or a blog cannot Verify a general fact.

What a later reviewer should be able to ask

What was the claim? Who published the source? What authority class did it have? Was the support direct or indirect? Was there contradictory evidence? Did it change a score or the Verdict?

Inspector checks what the evidence actually proves. Scout finds material sources. Champion cannot turn a URL into a fact by repeating it. Challenger attacks a claim that borrowed authority it did not earn.

How provenance feeds the Decision record

The Decision System of Record keeps the claim, the source, the evidence status, and the effect on Judgment. If the organization later overrides the AI Verdict, provenance still shows what the analysis believed at the time.

Challenge the Verdict can reopen a claim whose provenance was thinner than the confidence implied.

What the record keeps

The Decision record holds the question, the options, the evidence, and the Verdict.

Champion and Challenger test the case, Inspector checks the evidence, and Judge records the Verdict for the Decision Owner.

Example provenance fight

A vendor slide claims 99.9% uptime. Scout finds a status page. Inspector marks the slide as marketing and the status page as support for a narrower window. The Verdict cannot treat the brochure number as Verified. If the Human Decision still buys, the override sits beside that status.
