A matrix is a table: options as rows, criteria as columns, weights on criteria, scores in cells. The math is simple. The honesty is not.
It forces tradeoffs into the open. It also invites fake precision if you score things you cannot observe.
Meetings that skip the matrix still have weights. They are just unspoken and political. Writing them is how you keep a hobby criterion from pretending to be analysis.
Write criteria first, freeze them, then score. If changing a weight flips the winner, say so in the record.
